How to remove jammed shell from rifle?

I have a M-44 rifle and i haven't shot it in about 2 years. i cleaned abut 7 to 8 months ago and its been sittin on my gun shelf ever since. i got it out the other day to shoot it and the bullet i used was from a box that i havent used yet. i shot the gun but now i can't get the chamber open. the empty shell is still in the gun but i can't get it out, the gun is bolt action and i can't get the bolt to open all the way. what do i do?
