Does anybody know What This Is?

It certainly looks apart of American History and quite a complete collection. At first I thought maybe dies for pressing more memorabilia but then they would have to be inverted. I think it would be safe to say they are historical memorabilia. maybe in silver. They would have to be worth something so don't discard them.
