Who should I draft as my first pick in fantasy football?

I need some advice. I'm in a PPR one keeper ten team league. I have the second pick in the draft and my keeper is QB Peyton Manning. In the league 5 teams have a QB as their keeper followed by 4 RB, and 1 WR. (P. Manning, Romo, A. Rogers, P. Rivers, T. Brady, F. Gore, A. Peterson, C. Johnson, MJD, Andre Johnson) I'm guessing RB Ray Rice is going as the first pick. That owner has P. Rivers as his keeper. I'm thinking of picking up WR Reggie Wayne to pair with Manning. Then draft RB and WR in the 2nd and 3rd rounds. What do you think?
